May 31, 2006 -- Crowds cheered at a bill signing ceremony at
Houston Independent School District as Governor Perry signed House
Bill 1 into law. The bill included provisions to lower property
taxes, raise teacher pay and sets a school start date of the 4th
Monday in August. The school start date provision does not include
the ability for school districts to receive waivers to begin
instruction on an earlier date.

Statute Amended or Added:
Amends §7.056(e) and §25.0811, Education Code.
Summary: Prohibits a school district from beginning instruction
for a school year before the fourth
Monday in August. The prohibition may not be waived, but an
exception for operation of a year-round
system under Section 25.084 is provided.
Change from current law: Current law prohibits beginning
instruction before the week in which
August 21 falls and permits waivers from that restriction under
certain circumstances.
Effective Date: Applies beginning with the 2007-2008 school
year.
Action required for 2006-2007 School Year: None. All waivers
granted for the 2006-2007 school
year are valid and any waivers granted for the 2007-2008 school year
are not valid.
